RECOMMENDATION:

THAT Development Variance Permit 2016/03 be approved.

PURPOSE OF REPORT:

The purpose of this report is to introduce a development variance permit application to permit an additional logo sign for Unit #120-19 Helmcken Road (Bosley’s by Pet Valu) at Eagle Creek Village shopping centre (33 Helmcken Road).

PROPOSAL:

Land Use Bylaw 1990, No. 35 permits one logo sign and one fascia sign per wall associated with each business on this property. The request is to permit one additional logo sign in Attachment 4 because Unit #120-19 Helmcken Road occupies three storefronts. The proposed additional logo sign would face the interior of the shopping centre as shown in Attachment 3.

ANALYSIS:

The applicant outlines the rationale for their request in Attachment 2. The application can be supported for several reasons:

  1. The Bosley’s by Pet Valu business occupies three out of seven storefronts as shown in Figure 3. Section 50 (2) of Land Use Bylaw 1990, No. 35 allows one logo sign per wall associated with each business. Currently one fascia and one logo sign are permitted and the proposed additional logo sign would balance the business’ facade.
  2. From a form and character perspective, the additional logo sign would be in keeping with the character of the overall development and is not expected to be visually obtrusive as shown in Attachment 4. The location, size, materials and illumination of the proposed logo sign in addition to the permitted one fascia and one logo sign would be consistent with the comprehensive sign plan in Development Permit 2013/04 as amended.

RECOMMENDATION:

THAT Development Variance Permit 2016/03 be approved.
