RECOMMENDATION:

PURPOSE OF REPORT:
The purpose of this report is to introduce a development variance permit application to permit an additional fascia sign for Unit #130-23 Helmcken Road (Cascadia Liquor Store) at Eagle Creek Village shopping centre.
PROPOSAL:
Land Use Bylaw 1990, No. 35 permits one fascia sign and one logo sign per wall associated with each business on this property. The request is to permit one additional fascia sign as shown in Attachment 4 because Unit #130 occupies six storefronts. The proposed additional fascia sign would face the interior of the shopping centre opposite Quality Foods as shown in Attachment 3.
ANALYSIS:
The applicant outlines the rationale for their request in Attachment 2. The application can be supported for several reasons:
The Cascadia Liquor Store is a large retail unit that occupies six storefronts on the west face of the building. Section 50 (2) of Land Use Bylaw 1990, No. 35 allows one fascia sign per wall associated with each business. If the variance is approved, there would be two fascia signs over six storefronts, which is less overall signage than if each storefront was a separate retail unit.
From a form and character perspective, the additional fascia sign would be in keeping with the character of the overall development and is not expected to be visually obtrusive as shown in Attachments 4 and 5. The location, size, materials and illumination of the proposed logo sign in addition to the permitted one fascia and one logo sign would be consistent with the comprehensive sign plan in Development Permit 2013/04 as amended.
RECOMMENDATION:
THAT Development Variance Permit 2016/04 be approved.
