Mayor Screech announced his selection for Liaisons and Alternates to the Planning and Development; Parks, Recreation and Environment; and Transportation Advisory Committees for 2016, as outlined in Schedule E – Items 1 through 3, a copy of which is attached hereto and forms part of these minutes.

5. PETITIONS & DELEGATIONS

a) C. & M. Cacovic, 204 Stoneridge Place, Re: Logging of Property on Watkiss Way

Ms. Cacovic gave a presentation to Council regarding the cutting of trees at 1651 Burnside Road West, Saanich.

Ms. Cacovic suggested that the District of Saanich purchase the thirty acre property from the owner of 1651 Burnside Road West; rezone an approximately two acre portion of it to commercial; and subdivide and sell off the commercial portion to finance the preservation of the remaining twenty-eight acres as food farm (lease to farmers) and parkland. She requested that View Royal discuss this proposal with Saanich Council.

Council discussed the Agricultural Land Reserve designation on the property; previous communications with the District of Saanich regarding the use of this land as parkland; and the recent loss of park value through the removal of 4,900 trees from the site.

Council further noted the importance of the wetlands ecosystem that is sited both in View Royal and on 1651 Burnside Road West in Saanich. In View Royal, the wetlands are preserved as "Stoneridge Wetland" and function as part of the municipal infrastructure system. Setback requirements and erosion into the wetlands were discussed.
