"Staff confirmed fire access and loading concerns were resolved. Major debate focused on the scale (6 stories, 238 units, 400-500 residents), density, and lack of ground-floor commercial space. Mayor Tobias and Councillor Mattson argued the project was too dense and lacked benefit to the broader town, particularly commercial amenities. Proponents countered that the project brought substantial CACs and tangible community benefits (signal light, protected green space) and would improve safety in the currently underutilized area. Council added a requirement for BC Energy Step Code Level 3 construction and authorized the motion securing 13 covenants."
