Amendment to Procedure Bylaw No. 677, 2007 – Electronic Participation by Council

"Council debated removing the 'hard cap' of three electronic meetings per year. Staff recommended retaining the limit to prioritize in-person communication and visual cues. Councillor Brown argued that life circumstances (travel, illness) make the cap impractical and unnecessary, especially since no other CRD municipality has such a rigid rule. Councillors Lemon and Kowalewich argued for clear rules to incentivize in-person attendance as the default expectation. The amendment passed 4-3."

Amendment to Procedure Bylaw No. 677 - Councillor Brown

"Councillor Brown moved to delete Section 12(2), which limits electronic participation to three meetings per year, arguing it is offensive and impractical given life circumstances (illness, travel, caring for elders). Councillors Lemon and Rogers expressed concern that this could lead to empty council chambers and that the limit encouraged the default of in-person attendance."

Procedure Bylaw No. 677, 2007, Upcoming Amendment for Electronic Meetings

Council supported amending the Procedure Bylaw to allow for hybrid meetings, recommending limiting Council members' remote attendance to three times per year, and directing advisory committees to meet electronically until year-end.

"Discussion centered on ensuring elected officials still physically attend meetings regularly. Council generally agreed that a cap on electronic attendance was necessary to maintain public visibility and quorum reliability, settling on a limit of three remote meetings per year for Council members. Staff clarified that Advisory Committees would meet electronically until the end of 2021, and then move to a fully in-person alternating schedule."
