1. CALL TO ORDER
Mayor Screech called the meeting to order at 7:00 p.m.
The Mayor acknowledged that the meeting is being held on the traditional territory of the Songhees Nation and Esquimalt Nation.

The Mayor noted he had attended a meeting with carver, T. LaFortune, representatives from the Esquimalt Nation, C. Huber, and the Director of Protective Services regarding the totem pole raising ceremony scheduled for May 28, 2022 at the Public Safety Building.

a) 2021 Consolidated Financial Statements and Audit Results
- Report dated April 27, 2022 from the Manager of Accounting
C. Vanderhorst, auditor, and the Director of Finance gave a presentation to Council regarding the 2021 consolidated financial statements and audit results.
Council and staff discussed RCMP retroactive pay, ratios and trends, and asset management, including asset lifespan.

Council discussed the Juan de Fuca Recreation Centre’s increased focus on arts, the audit review, the installation of new lighting at the hockey arena, and the proposed skateboard park.

C-40-22 THAT the recommendation from the April 26, 2022 Community Development Advisory Committee meeting regarding the allocation of funding to support expanding greenhouse gas reduction initiatives (CDAC-02-22) be referred to staff for inclusion in future budgets. CARRIED

C-41-22 THAT the recommendation from the April 26, 2022 Community Development Advisory Committee meeting regarding the inclusion of additional language about the implementation of climate action occurring in partnership with organizations and neighbouring communities in the Community Climate Action Strategy (CDAC-03-22) be referred to staff for insertion in that Strategy’s process. CARRIED
The Director of Development Services noted that language to continue to support rail through the community is already referenced in the Town’s Official Community Plan.

Council and staff discussed Capital Regional District tipping fees, the advantages of a five-year bylaw, and informing residents about user fee increases.

c) Bylaw No. 1093, 2022 – Rezoning Application No. 2021/03 – 10 Erskine Lane

The Senior Planner gave a presentation to Council.
Council and staff discussed impact to neighbouring property owners, public engagement and feedback, setbacks, tree retention and replacement, and screening.
E. Gibson, Wiser Projects, consultant, discussed that the fourth and fifth floors step back from the northwest property line and that screened balconies and tree plantings would help to provide privacy. Ms. Gibson described tree retention and replacement, public engagement and feedback, trail connector to the Galloping Goose Regional Trail, the siting of the building on the lot with the required setbacks for road frontage dedication, and the inclusion of one three-bedroom unit in the current design proposal.

C-43-22 THAT coincident with final reading of Zoning Bylaw No. 900, 2014, Amendment Bylaw No. Bylaw No. 1093, 2022, a covenant be registered on the lands at 10 Erskine Lane for the following prior to issuance of a building permit to secure:
Provision of the following community amenity contributions prior to issuance of a building permit: a. For the first 30 residential units: i. A concrete sidewalk along the south side of Erskine Lane from the intersection of Watkiss Way to the site and from the site to the trail connection to the Galloping Goose Regional Trail at the southern end of Erskine Lane, and ii. an upgraded trail connection between the southern end of Erskine Lane and the Galloping Goose Regional Trail. b. For additional residential units beyond the first 30 units, a community amenity contribution of $4,000 per residential unit.
Road dedication along the entire frontage to meet the road allowance width required by Subdivision and Servicing Bylaw No. 985, 2017. CARRIED
Zoning Bylaw No. 900, 2014, Amendment Bylaw No. 1093, 2022 A Bylaw to Amend the Zoning Bylaw with Respect to Amending the CD-12: Comprehensive Development (Erskine Lane) Zone

d) Election Procedures Bylaw No. 989, 2018 – Proposed Amendments: Election Signs and Logo Usage
- Report dated April 22, 2022 from the Director of Corporate Administration and Deputy Corporate Officer
The Director of Corporate Administration gave a summary of the report to Council.
Council and staff discussed the number of signs allowed per area, complaint driven enforcement, an additional zone to be considered in the eastern end of the municipality and logo usage in election campaign material.
Council agreed that, while bylaw compliance through education is the first method for enforcement as opposed to the issuance of tickets, a “wait and see” approach would be employed and consideration of the need for a Municipal Ticket Information Bylaw amendment would be made after the October 2022 local government election.
