Staff Recommendation: THAT Development Variance Permit Application 2022/05 be approved as per the November 2, 2022 report from the Senior Planner titled "Development Variance Permit Application 2022/05 - 1681 Island Highway";
AND THAT Development Variance Permit Application 2022/05 include the following variances: * variance to the provisions of Section 4.1(e) of Sign Bylaw No. 950, 2018 to permit (electronic) changeable copy * variance to the sign clearance over a vehicular traffic area within Section 6.2(e) of Sign Bylaw No. 950, 2018 from 4.0m to 2.7m.

c) Renewal of Emergency Support Services (ESS) Agreement with the City of Colwood 1. Report dated November 22, 2022 from the Captain, Emergency Programs (Pg.63 - 72)
Staff Recommendation: THAT the Town of View Royal renew the agreement with the City of Colwood for a joint Emergency Support Services Program to provide emergency support services to both municipalities and mutual aid to others during the term of the agreement (August 1, 2022 to July 31, 2027);
AND THAT the Mayor and Corporate Officer be authorized to sign the agreement substantially in the form attached to the December 6, 2022 Council meeting agenda.
d) Animal Control Services Contract Renewal 1. Report dated November 29, 2022 from the Director of Protective Services (Pg.73 - 83)
Staff Recommendation: THAT the Town of View Royal enter into a contract for the provision of Animal Control Services with the Capital Regional District for the years 2023-2025 with the possibility of an extension in 2026 and 2027;
AND THAT the Mayor and Corporate Officer be authorized to execute the contract substantially in the form attached to the November 29, 2022 report from the Director of Protective Services.
e) Provincial Infrastructure Grant 1. Report dated November 26, 2022 from the Director of Engineering and Parks (Pg.84 - 85)
Staff Recommendation: THAT the Town of View Royal apply for a Provincial Infrastructure Planning Program Grant to help fund a Drainage Master Plan Update in 2023.

Future of View Royal Park Community Gardens Management THAT the Committee recommend to Council that staff be requested to provide options for the future operation of the View Royal Park community gardens for Council's consideration. (PREAC-02-22)
Active Transportation Network Plan THAT, with a view to reducing greenhouse gas emissions, the Committee recommend to Council that a speed limit policy for neighbourhood streets be established to reduce the speed limit from 50 kilometres/hour to 30 kilometres/hour. (PREAC-03-22)

Active Transportation Network Plan - Baseline Conditions Report THAT the Committee recommend to Council that the Community Development Advisory Committee have an informal meeting to discuss the Active Transportation Plan - Baseline Conditions report and provide feedback to the Town at a future date.
