8.1 STAFF REPORTS
a) Development Permit 2024-01 - 2001-2014 West Park Lane - Phase 6
- Report dated May 15, 2024 from the Senior Planner (Pg.18 - 129)
Staff Recommendation: THAT Development Permit 2024-01 be approved as per the report dated May 15, 2024 from the Senior Planner titled "Development Permit 2024-01 - 2001-2014 West Park Lane - Phase 6";
AND THAT Development Permit 2024-01 be issued upon receipt of a technical memorandum sealed by a Professional Engineer to confirm that the servicing demand for this phase and future phases is consistent with the original servicing plan, and this phase does not cause the original system to be over capacity.
b) Alternatives to Car Share Program at 9 Erskine Lane
- Report dated May 16, 2024 from the Senior Planner (Pg.130 - 169)
Staff Recommendation: THAT as an alternative to provision of a car share as per sections 8 and 9 of Covenant CA8718173 registered on title concurrently with the rezoning of 9 Erskine Lane, Council accept a $175,000 security deposit from the applicant for one or more of the following:
- allocate $30,000 toward the extension of the secured residential bike share program for two additional years; and
- allocate $145,000 towards the extension of the secured residential bus pass program until the remaining funds have been fully allocated.
AND THAT the security deposit be administered by the Director of Development Services.
8.2 COMMITTEE OF THE WHOLE RESOLUTIONS
a) From the May 14, 2024 Committee of the Whole meeting:
2022 General Local Election Review - Councillor MacKenzie THAT the Committee recommend to Council that Election Procedures Bylaw No. 989 and Sign Bylaw No. 950 be amended to remove provisions for candidates' election signs on public land and instead allow for only federal, provincial, or local government signs that announce an upcoming election on public land. (COW-37-24)
Grants in Aid Policy Review THAT the Committee recommend to Council that Council specify and recommend potential changes to the Grant in Aid policy. (COW-38-24)
Small-Scale Multi-Unit Housing - Proposed Zoning Regulations and Amendments to the Official Community Plan THAT the Committee recommend to Council that staff prepare the necessary bylaw amendments that would include the recommendations in the Standing Committee Report prepared by Standing Committee on Housing members titled "Implementing Small-Scale, Multi-Unit Housing in View Royal" (Option 3) as well as Schedule D: Garden Suite Regulations and Option 1 Schedule E: Small-Scale Multi-Unit Housing Regulations attached to the staff report dated May 7, 2024 from the Senior Planner titled "Small-Scale Multi-Unit Housing - Proposed Zoning Regulations and Amendments to the Official Community Plan". - Helmcken Road/Watkiss Way Intersection Improvement Options THAT the Committee recommend to Council that staff proceed to the detail design for a "Modified Option CO2" concept that includes the removal of the southbound Helmcken Road pinch point, removal of the merge lane on the northbound leg of the intersection, and the installation of buffered bike lanes on both sides of Helmcken Road;
AND THAT staff monitor traffic impacts of the upcoming Ministry of Transportation and Infrastructure Bus on Shoulder Project to inform on future concepts for future Helmcken Road upgrades (ATNP Action Item 1C and 1D). (COW-40-24)
