- Report dated September 26, 2023 from the Senior Planner (Pg.19 - 36)
Staff Recommendation: THAT Development Variance Permit 2023-07 for 25 Chancellor Avenue be approved as per the report titled “Development Variance Permit 2023-07 – 25 Chancellor Avenue” from the Senior Planner dated September 7, 2023;
AND THAT Development Variance Permit 2023-07 include the following variances: 1. variance to Section 4.6.2 of Zoning Bylaw No. 900, 2014 to increase the maximum length of an accessory building within from 7.5m to 9.15m; and 2. variance to Section 4.6.3 of Zoning Bylaw No. 900, 2014 to reduce the minimum separation of an accessory building from the principal building from 3.0m to 2.8m.

8.2 COMMITTEE OF THE WHOLE RESOLUTIONS

Community Policing - Councillor Brown THAT the Committee recommend to Council that the establishment of a community police station in View Royal be explored. (COW-39-23)
Building Retrofit Strategy - Councillor MacKenzie THAT the Committee recommend to Council that the Town write to the Province regarding the need to reform the BC Utilities Commission and enact legislation to regulate greenhouse gas emissions from gas utilities in BC. (COW-40-23)
Police Operating Reserve Requirement Forecast Update THAT the Committee recommend that Council confirm the practice of contributing any surplus attributable to policing services to the Police Operating Reserve and refer consideration of annual contributions to the Police Operating Reserve to the 2024-2028 Financial Plan discussions. (COW-41-23)
Engagement Prior to Drafting Policy - Councillor MacKenzie THAT the Committee recommend to Council that engagement practices on policy development be referred to staff. (COW-42-23)
Installation of Noise Mitigation on Trans-Canada Highway THAT the Committee recommend to Council that a report on updated options for noise mitigation on the Trans-Canada Highway along the Thetis Vale community be prepared. (COW-43-23)
Review of Business License Fees for Cannabis Retail Stores THAT the Committee recommend to Council that the business license fees for cannabis retail stores be changed from $7,500 to $1,500. (COW-44-23)
CRD Transportation Governance Questionnaire Finalization THAT the Committee recommend that the Town of View Royal Council collated responses to the Capital Regional District Transportation Governance Engagement Workbook, discussed and agreed upon at the September 12, 2023 Committee of the Whole meeting, be submitted as the Town's completed questionnaire to the Capital Regional District. Petition Government to Fund and Install Bike Lane on Admirals Road - Notice of Motion Referred from September 5, 2023 Council meeting - Councillor Rogers THAT the Committee recommend to Council that a letter be sent to the Ministry of Transportation and Infrastructure encouraging the installation of bicycle lanes on the east side of Admirals Road. Nursery Hill Drive Playground Request THAT the Committee recommend that Council request staff survey the Nursery Hill Drive community regarding interest for use of the open space area on the south side of Garry Oak Meadows Park;
AND THAT the Parks, Recreation and Environment Advisory Committee assist with the neighbourhood engagement. (PREAC-10-23)
Prohibiting Renewable Natural Gas THAT the Committee recommend to Council that, in addition to the other requirements already listed in draft Building Bylaw No. 1111, 2023, the Town not permit renewable natural gas (RNG) as an alternative energy source to meet the Zero Carbon Step Code level 4. c) Minutes of the Community Development Advisory Committee held September 26, 2023 (Pg.48 - 50)
Community Development Advisory Committee Mandate and Procedures THAT the Committee recommend to Council that the Community Development Advisory Committee (CDAC) work with staff to conduct a review of CDAC's role, its contributions to the strategic priorities of the Town, and the associated processes and practices that support the work of CDAC;
AND THAT the results and recommendations be approved by CDAC and brought forward to Council for consideration. (CDAC-03-23)
THAT the Committee recommend to Council that the Community Development Advisory Committee (CDAC) operationalize CDAC recommendation "CDAC-03-23" through formation of a sub-committee tasked with drafting a renewed mandate;
