Mayor Screech called the Public Hearing to order at 7:04 pm

a) Statement of Public Hearing Procedure
Mayor Screech made a brief statement regarding the procedures for public hearings.
b) Statement of Publication of Public Hearing
The Senior Planner advised that the notice which advertised this Public Hearing was posted on the Notice Board at the Municipal Office on February 9, 2017. The Notice was also advertised in two consecutive issues of a newspaper being the Goldstream Gazette on Wednesday, February 15, 2017 and Friday, February 17, 2017. A total of approximately 523 notices were mailed on February 9, 2017 to owners and residents of land located within a 400 metre radius of the subject property.

a) Official Community Plan Bylaw No. 811, 2011, Amendment Bylaw No. 963, 2017
A Bylaw to Amend the Town of View Royal Official Community Plan with Respect to the Land Use Designation of Block 27, Section 9, Esquimalt District, Plan 1407 (1266 Burnside Road West)
1. Comments from Municipal Staff The Senior Planner noted that the proposed bylaw is to amend the land use designation and land use designation boundary from Community Facility (CF) to Residential (R).
He noted that prior to adoption of the bylaw; Ministry of Transportation and Infrastructure approval is required.

A Bylaw to Amend the Town of View Royal Zoning Bylaw with Respect to the Zoning of Block 27, Section 9, Esquimalt District, Plan 1407 (1266 Burnside Road West)
1. Comments from Municipal Staff The Senior Planner noted that the proposed bylaw is to amend the zoning and zoning boundary from P-2: Local Institutional to R-1: Detached Residential (Large Lot).
