8.1 STAFF REPORTS
a) Council and Committee of the Whole 2018 Meeting Schedule
- Report dated November 14, 2017 from the Deputy Corporate Officer (Pg.19 - 20)
Staff Recommendation:
THAT Council adopt the Council and Committee of the Whole 2018 meeting schedule.
b) Report of 2017 Municipal By-Election Results
- Report dated November 30, 2017 from the Director of Corporate Administration (Pg.21 - 27)
Staff Recommendation:
THAT the by-election results from the Chief Election Officer, provided pursuant to sections 158(1) and (2) of the Local Government Act, be received.
8.2 COMMITTEE OF THE WHOLE RESOLUTIONS
a) From the November 14, 2017 Committee of the Whole Meeting:
1. Regional Fire Dispatch
THAT the Committee recommend to Council that the Mayor write to the District of Saanich requesting a six month extension to the Town's existing fire dispatch agreement;
AND THAT the letter indicate View Royal Council's strong belief that fire dispatch should be through a regional dispatch service. (COW-23-17)
2. 2018-2022 Financial Plan - Council Initiatives
THAT the Committee recommend to Council that the feasibility and financial implications of the following Council initiatives be investigated and subsequently included in the 2018-2022 Financial Plan discussions:
- a hardened hydrant for the supply of water in the event of an emergency;
- bike skills park in View Royal Park;
- three sided signboards near regional trails (Portage Park, CRD Atkins lot by Galloping Goose Regional Trail, and Chancellor Park) to include information about parks and trails in View Royal;
- signage and maps at entrances into View Royal Park and Portage Park;
- myCivicApps interactive mobile platform to connect citizens to Town services, resources and information, pending a presentation at an upcoming Committee of the Whole meeting;
- design of Island Highway improvements between Helmcken Road and the Colwood interchange;
- picnic table and benches in Portage inlet Linear Connector Park; and
- pedestrian improvements on the south side of Island Highway between Helmcken Road and Heddle Trail. (COW-24-17)
3. Public Road Right-of-Way on Glentana Road
THAT the Committee recommend to Council that staff discuss the early execution of the covenant requirements regarding the trail and installation of fencing for this trail with the developer of 105-108 Glentana Road. (COW-25-17)
4. View Royal Park - Bike Park
THAT the Committee recommend to Council that the approved 2017 budget for playground equipment at View Royal Park be expended;
AND THAT the development of a bike skills area in View Royal Park be considered as part of the 2018 budget discussions. (COW-26-17)
5. 2017 Master Drainage Plan Report
THAT the Committee recommend to Council that the 2017 Master Drainage Plan be approved. (COW-27-17)
6. Capital Regional District Regional Growth Strategy
THAT the Committee recommend to Council that the Mayor write to Minister S. Robinson, Ministry of Municipal Affairs and Housing, requesting that the Capital Regional District's Regional Growth Strategy non-binding dispute resolution process, as agreed to and already embarked upon by the participants, be allowed to continue. 7. Sidewalks on Island Highway
THAT the Committee recommend to Council that the feasibility and financial implications of pedestrian improvements on the south side of Island Highway between Helmcken Road and Heddle Trail be investigated and subsequently included in the 2018-2022 Financial Plan discussions. (COW-29-17)
