1. CALL TO ORDER – Mayor Screech called the meeting to order at 7:00 p.m.

4. MAYOR’S REPORT
a) Presentation of the Government Finance Officers’ Association Certificate of Recognition for Budget Preparation to D. Christenson, Director of Finance
The Mayor recognized the Town for receiving the Government Finance Officers’ Association Certificate of Recognition for budget preparation and presented the certificate to the Director of Finance, D. Christenson.

a) C. Kitson, 17-14 Erskine Lane, spoke to Council regarding the proposed development at 7 Erskine Lane, specifically density, reduction of on-street parking opportunities, intersection improvements at Watkiss Way and Erskine Lane, and preferred siting of the sidewalk that is to be constructed.
b) P. Shergold, 5-14 Erskine Lane, spoke to Council regarding the proposed development at 7 Erskine Lane and asked that developer contributions be used to widen Erskine Lane.

a) Recreational Cannabis Regulation
- Report dated October 31, 2019 from the Community Planner
The Community Planner gave an overview of the report to Council.
Council and staff discussed changes to definitions in the Zoning Bylaw, the current prohibition on home growing of recreational cannabis, the setting of appropriate business license fees to cover municipal costs, the provision of guidelines to set expectations for potential rezoning applicants, and buffers to schools, parks and playgrounds.

- Report dated October 31, 2019 from the Development and Asset Technologist and Corporate Officer
The Director of Corporate Administration gave an overview of the report to Council.
Council and staff discussed complaints surrounding residential parking, inability for residents to install traffic calming devices on their own, educational materials to be developed and distributed, boulevard parking restrictions, ditch in-fill as a boulevard modification activity, and the timing of auctions for impounded vehicles.

C-136-19 THAT coincident with final reading of Zoning Bylaw No. 900, 2014, Amendment Bylaw No. 1033, 2019, a covenant be registered on the lands to secure the following prior to issuance of a building permit:
A community amenity contribution of $3500.00 per residential unit; and
A requirement for approval by the Director of Engineering for off-site works and road dedication with consideration to the August 28, 2019 7 Erskine Lane Conceptual Servicing/Access Plan prepared by Islander Engineering. CARRIED
Zoning Bylaw No. 900, 2014, Amendment Bylaw No. 1033, 2019 A Bylaw to Amend the Town of View Royal Zoning Bylaw with Respect to Rezoning 7 Erskine Lane
Council and staff discussed road widths on Erskine Lane, use of the community amenity contribution, and density.
The Director of Engineering noted that the development will meet requirements of the Subdivision and Development Servicing Bylaw for street typology.
