8.1 STAFF REPORTS

a) Environmental Development Permit No. 2017/08 – 2427 Chilco Road

  1. Report dated April 24, 2018 from the Senior Planner The Senior Planner gave an overview of the report to Council. A member of Council inquired about the type of smoke alarm that will be installed.

  2. Comments from the Applicant M. Baier, applicant, noted that the smoke alarm will be what is required by the Building Code.

C-61-18 THAT Environmental Development Permit No. 2017/08 be approved;

AND THAT Environmental Development Permit No. 2017/08 include the following conditions:

  1. Construction is to be in accordance with the recommendations of the May 13, 2016 Interface Fire Hazard Assessment prepared by Strathcona Forestry Consulting, including: a) removal of woody debris within 10m of the building; b) the use of fire-retardant roofing and soffits, and on the downhill side of the building, fire-retardant building cladding; and c) installation of a smoke alarm.

  2. Construction is to be in accordance with the July 21, 2016 Arborist Report prepared by Talbot McKenzie and Associates, including temporary barrier fencing and construction hoarding to protect existing trees.

AND FURTHER THAT Environmental Development Permit No. 2017/08 include the following variances:

  1. variance to the minimum required siting of an accessory building from a rear lot line from 15.0m to 12.2m;
  2. variance to the minimum required siting of an accessory building from a side lot line from 15.0m to 8.4m;
  3. variance to the maximum length of an accessory building from 7.5m to 8.6m; and
  4. variance to the maximum height of an accessory building from 4.5m to 5.2m. CARRIED

b) Grants-in-Aid Requests – Shoreline Community Middle School and Shoreline Community School Association

  1. Report dated April 24, 2018 from the Director of Finance

Council and staff discussed clarity in regard to the crossing guard position; and funding.

C-62-18 THAT the grant-in-aid request from Shoreline Community School Association for youth programs in the amount of $20,000 be approved. CARRIED

C-63-18 THAT a letter be sent to Shoreline Community Middle School to request clarification regarding their grant-in-aid application for crossing guard position funding. requesting clarification in regard to the request for funding of the crossing guard position. CARRIED

c) Award of Contract – Centennial Park Playground Replacement Equipment

  1. Report dated April 25, 2018 from the Engineering Clerk The Director of Engineering summarized the report for Council.

Council and staff discussed timeline for completion and siting of the playground equipment.

C-64-18 THAT the 2018 Request for Proposal to design, supply and install Centennial Park playground equipment be awarded to Suttle Recreation Parks and Playground in the amount of $110,000.00 (excluding applicable taxes);

AND THAT design modifications to include toddler equipment within the approved budget be investigated. CARRIED

d) Chilco Trails Zones 3 and 4 – Award of RFP

  1. Report dated April 27, 2018 from the Chief Administrative Officer The Director of Development Services gave an overview of the report to Council.

Council noted that they support staff investigating options for completion of the trail onto Carly Lane.

C-65-18 THAT Western Watershed Designs Inc. be awarded the contract to construct Chilco Trails Zones 3 and 4 for a total cost of $94,500.00 including GST. CARRIED

C-68-18 THAT staff notify BC Hydro, BC Ministry of Transportation and Infrastructure, BC Transit, Canada Post, Capital Regional District, Esquimalt First Nation, Fortis BC, School District No. 621, Shaw Cable, Songhees First Nation, and Telus of the public hearings for Bylaws No. 996 and 997;

AND THAT a security deposit be received concurrent with fourth reading of Zoning Bylaw No. 900, 2014, Amendment Bylaw No. 997, 2018 for 120% of the cost for 133m of 1.2m high black chain link fencing to be installed in the parkland. CARRIED

a) A. Mitchell, 208 Hart Road, inquired as to a.) the potential for widening Island Highway near Parsons Bridge to allow more room for cyclists and b.) the frequency of bike lane sweeping on Island Highway.

The Director of Engineering noted that Island Highway is swept every two weeks.
