    8.1 STAFF REPORTS

    a) Soil Permit Application No. 2018/01 - 7 Erskine Lane

    1. Report dated July 12, 2018 from the Senior Planner (Pg.18 - 45)

    Staff Recommendation: THAT Soil Permit No. 2018/01 be approved in accordance with the reports and plans attached to the July 12, 2018 report from the Senior Planner titled "Soil Permit Application No. 2018/01 - 7 Erskine Lane";

    AND THAT Soil Permit No. 2018/01 include the following conditions:

    1. Compliance with the requirements of Soil Deposit/Removal Bylaw No. 869, 2013.
    2. There shall be no washing and crushing of contaminated soils.
    3. Issuance of a tree permit with a tree protection plan is required prior to beginning work around the protected root zones of trees.
    4. The permit expires one year from the date of issuance.
    5. At expiry of the permit, if a development permit or building permit has not been issued: a) the remediated areas be vegetated or ground covered to discourage non-invasive plant species in disturbed areas and b) certification of slope stability and no net increase in offsite drainage by a Professional Engineer, Geoscientist, or Certified Hydrologist as appropriate.

    AND FURTHER THAT Soil Permit No. 2018/01 be issued upon:

    • receiving a security deposit of $4,000; and
    • approval from the Ministry of Environment and Climate Change in regard to the Environmental Management Act and Contaminated Sites Regulations.

    b) Grant-in-Aid Request - Greater Victoria Crossing Guards Association

    1. Report dated July 11, 2018 from the Director of Finance (Pg.46 - 56)

    Staff Recommendation: THAT Council consider approval of a grant-in-aid to Greater Victoria Crossing Guards Association for the period of September to December 2018 for a total of $12,400;

    AND THAT Council consider approval of a grant-in-aid to Greater Victoria Crossing Guards Association for the period of January to June 2019 for a total of $18,600.

    c) Colwood Official Community Plan Referral

    1. Report dated July 12, 2018 from the Director of Development Services (Pg.57 - 59)

    Staff Recommendation: THAT Council sends correspondence to the City of Colwood indicating an objection to:

    • Figure 11 Cycling Network map as it shows a buffered bike lane into View Royal on Wilfert Road which is inconsistent with Town of View Royal policy; and
    • Figure 13 Road Network as it shows Wilfert Road being a Collector Road which is inconsistent with Town of View Royal policy.

    d) Centennial Park Playground Replacement Equipment

    1. Report dated July 12, 2018 from the Director of Engineering (Pg.60 - 61)

    Staff Recommendation: THAT the report dated July 12, 2018 from the Director of Engineering titled "Centennial Park Playground Replacement Equipment" be received for information.

    e) Council Remuneration

    f) Annual Report for Year Ended December 31, 2017

    Staff Recommendation: THAT the Annual Report for the year ended December 31, 2017 be adopted.

    g) Certified Wood Burning Appliances

    1. Report dated July 12, 2018 from the Director of Protective Services (Pg.142 - 145)

    Staff Recommendation: THAT the report dated July 12, 2018 from the Director of Protective Services titled "Certified Wood Burning Appliances" be received for information.

    1. Chilco Trails Network Opening Celebration THAT the Committee recommend to Council that "Option 2 - guided/semi-guided walk of the Chilco Trails" celebration be held in recognition of the completion of the Chilco Trails Network on September 9, 2018 from 10:00 a.m. - 12:00 p.m. (COW-20-18)
