8.1 STAFF REPORTS

a) Site Furnishing Amenity and Other Donations Policy No. 6000-003

1. Report dated September 10, 2018 from the Corporate Officer (Pg.16 - 28) Staff Recommendation: THAT Amenity Donations Policy No. 6000-003 be replaced with Site Furnishing Amenity and Other Donations Policy No. 6000-003.

b) Disbursements Signing Policy

1. Report dated September 20, 2018 from the Director of Finance (Pg.29 - 32) Staff Recommendation: THAT Policy No. 1600-013 (Cheque Signing) be rescinded and replaced with Policy No. 1600-022 (Disbursements Signing).

c) Write Off Unpaid Property Taxes

1. Report dated September 18, 2018 from the Manager of Accounting (Pg.33 - 34) Staff Recommendation: THAT the Town of View Royal request the Minister of Municipal Affairs and Housing's authorization to write off unpaid property taxes of the properties listed in the Manager of Accounting's September 18, 2018 report pursuant to section 781 of the Local Government Act.

d) Grant in Aid Request - Strawberry Vale District and Community Club

1. Report dated September 18, 2018 from the Manager of Accounting (Pg.35 - 50) Staff Recommendation: THAT Council consider approval of a grant in aid to Strawberry Vale District and Community Club in the amount of $17,202.60.

8.2 COMMITTEE OF THE WHOLE RESOLUTIONS

a) From the September 18, 2018 Committee of the Whole meeting:

1. M. Bhalla and Dr. A. Marthyman, South Island Division of Family Practice, Re: Western Communities' Primary Care Network Service Plan THAT the Committee recommend to Council that the Mayor write a letter of support in principle for the Western Communities' Primary Care Network Service Plan and note the Town's interest in working with stakeholders towards alleviating primary care deficiencies. (COW-21-18)

2. Public Safety Report for May - August 2018 THAT the Committee recommend to Council that the Mayor write to the Province expressing concern with changes to dispatch protocols for BC Ambulance, which in turn change service levels to municipalities, without local government notification. (COW-22-18)

3. Revised Purchasing Policy THAT the Committee recommend to Council that Policy No. 1600-015 (Purchasing) be rescinded and replaced with Policy No. 1600-021 (Purchasing). (COW-23-18)

4. Capital Project Update THAT the Committee recommend to Council that work to complete the Shoreline Drive boat launch be authorized to occur during evening hours. (COW-24-18)

5. Financial Planning Process and Calendar THAT the Committee recommend to Council that the proposed 2019-2023 Financial Planning Calendar be approved as amended. (COW-25-18)

6. West Shore Arts Council THAT the Committee recommend to Council that the Mayor write to James Lamb, Manager of Capital Regional District Arts Development Service, requesting the CRD Arts Service recognize the West Shore Arts Council with grant funding given that the Arts Council provides services to three municipalities that fund the CRD Arts Service and that no other groups from the Town of View Royal receive CRD Arts Service funding. 7. View Royal Bike Park THAT the Committee recommend to Council that the 2019 Financial Plan include up to $150,000 for a paved pump track bicycle feature to be constructed in View Royal Park by a local contractor on a time and materials basis with the inclusion of skills stations as funding permits. (COW-27-18)

8. Standardized Park Signage from the July 24, 2018 Parks, Recreation and Environment Advisory Committee Meeting THAT the Committee recommend to Council that the recommendation from the July 24, 2018 Parks, Recreation and Environment Advisory Committee meeting regarding a temporary park sign in Portage Park be referred to staff for options and comments. (COW-28-18)

9. Purchase of 2401 Burnside Road West - Councillor Mattson WHEREAS the BC Transit proposal to build a Regional HandyDART facility at 2401 Burnside Road West has been thoroughly rejected by the community;

WHEREAS Council unanimously supported a motion to write to BC Transit explaining that, in the face of significant community opposition, Council is not in favour of moving forward with the Official Community Plan and rezoning application for 2401 Burnside Road West - June 5, 2018;

WHEREAS BC Transit has withdrawn the application;

WHEREAS the availability of parks and associated recreation is a critical component for a vibrant and healthy community;

WHEREAS the property at 2401 Burnside Road West is currently zoned park in the Land Use Bylaw and Official Community Plan for its protection of Craigflower Creek and its recreational opportunities; and

WHEREAS Bylaw No. 1004 adopted September 4, 2018 ensures the funds required to make the purchase;

THEREFORE BE IT RESOLVED that staff be instructed to engage in discussions with the Province to purchase 2401 Burnside Road West; and

AND FURTHER BE IT RESOLVED that View Royal Council indicate its intention to keep this property as park to support the future recreational needs of the community and explore the possibility of using a limited portion for affordable housing. (COW-29-18)

10. Hallowell Road Construction Update THAT the Committee recommend to Council that Council confirm the intent for newly configured parking stalls on Hallowell Road is for exclusive use by Reliable Controls and the 126 Hallowell Road strata complex. (COW-30-18)
