1. CALL TO ORDER

Mayor Screech called the meeting to order at 7:00 p.m.

8.1 STAFF REPORTS

a) 551 Prince Robert Drive – Property Maintenance Violation

1. Report dated June 15, 2016 from the Bylaw Enforcement Officer

The Director of Protective Services reviewed the report for Council.

The Director of Protective Services noted he had attended the site on June 20, 2016 and noted that, with the exception of fencing material along the right side of property and the dead tree in the front yard, there has been a significant improvement to the property with the temporary structure, boat and scaffolding removed. Mr. Denluck informed the Committee that in the first half of July both the fencing material and the dead tree will be removed.

The Director of Protective Services will be working with Mr. Denluck as he rectifies this situation and noted that vehicles on the property are all insured.

Mr. Denluck thanked staff for their continued courteous and professional conduct.

C-50-16 THAT the report from the Bylaw Enforcement Officer titled "551 Prince Robert Drive – Property Maintenance Violation" and the staff recommendation for a Town authorized contractor to remediate the property at 551 Prince Robert Drive which is in contravention of Property Maintenance Bylaw No. 512, 2003 be tabled to the July 19, 2016 Council meeting for consideration. CARRIED

b) Draft Annual Report for Year Ended December 31, 2015

c) Community Picnic – View Royal Park

C-51-16 THAT a Community Picnic coordinated by the View Royal Community Gardeners, including live music, in View Royal Park on August 1, 2016 be approved;

AND THAT up to $1,000 be allocated from the 2016 grant-in-aid account to support the View Royal Community Gardeners' Community Picnic. CARRIED

8.2 COMMITTEE OF THE WHOLE RESOLUTIONS

From the June 14, 2016 Committee of Whole meeting:

C-52-16 THAT the following three reserve funds be established: Reserve for Future Expenditures; Capital Renewal Reserve; and Parks Improvement Reserve;

AND THAT the Reserve and Surplus Policy be approved with the following amendments:

1. To include reference to the ethical investment of funds; and
2. That unappropriated surplus be transferred into reserves each year rather than remain in unappropriated surplus;

AND FURTHER THAT Appendix A of the Reserve and Surplus Policy is approved with the following amendments:

1. That a portion of the Public safety Building rental suites income be listed as an additional funding source for the Fire Department Machinery and Equipment Depreciation Reserve; and
2. That the minimum level of the Special police Operational Reserve be increased from 10% of RCMP contract expenditures to 20%. CARRIED

C-55-16 THAT a letter be sent to Rich Coleman, Minister Responsible for Housing, requesting an amendment to the BC Building Code to require the rough-in installation of Level 2 electric vehicle infrastructure in new multi-family construction;

AND THAT, in the absence of legislative change, the Town explore incentives for the rough-in installation of Level 2 electric vehicle infrastructure in new multi-family construction such as reduction to parking requirements and increased density. CARRIED

C-56-16 THAT a letter be sent to BC Hydro suggesting they contact the Ministry of Transportation and Infrastructure to discuss the installation of a Level 3 electric vehicle charging station at the Ministry's Park and Ride in the Town of View Royal. CARRIED

C-57-16 THAT the Parks, Recreation and Environment Advisory Committee put together an event for View Royal residents that showcases what can be done at home to reduce greenhouse gases;

AND THAT up to $500 in funding from the Public Relations Misc. Services account (1-2-01200-580) be made available for such an event. CARRIED
