1. CALL TO ORDER

Mayor Screech called the meeting to order at 7:01 p.m.

2. APPROVAL OF AGENDA

THAT the minutes of the Council meeting held October 17, 2017 be adopted as presented. CARRIED

4. MAYOR’S REPORT

The Mayor noted he attended a meeting between the Premier, Minister of Transportation and Infrastructure as well as several Mayors from the Capital Region to discuss regional transportation issues. Topics included rapid bus lanes from the downtown core to the Colwood turn-off and the Colwood turn-off to Colwood corners as well as a governance structure for regional transportation issues. He noted there is a commitment from the Province to investigate and the Mayors hope to see funding for implementation in the Provincial budget.

6. PUBLIC PARTICIPATION PERIOD

a) J. Jakobsen, 59 Fenton Place, gave a PowerPoint presentation to Council regarding the potential for a bike skills area being incorporated into View Royal Park. She described various components of a bike skills area and its benefits.

a) 2017 UBCM Emergency Social Services Grant Application Approval

C-108-17 THAT the application for the 2017 Union of British Columbia Municipalities’ (UBCM) Emergency Social Services Grant be approved;

a) Minutes of the West Shore Parks and Recreation Society Annual General Meeting held September 17, 2017

Council discussed the West Shore Parks and Recreation Society budget and progress on the proposed skateboard park.

b) Minutes of the Parks, Recreation and Environment Advisory Committee meeting held October 24, 2017

THAT the minutes of the Parks, Recreation and Environment Advisory Committee meeting held October 24, 2017 be received. CARRIED

Council and staff discussed the development permit process for 105-108 Glentana Road vis a vis the installation of a fence along the east property line of 1500 Glentana Road and the use of volunteer labour to construct a trail on the unbuilt road right-of-way off Glentana Road into Portage Park.

C-109-17 THAT the following motion be tabled to the November 2017 Committee of the Whole meeting:

THAT the Committee recommend to Council that staff consult with the developer of 105-108 Glentana Road to request that fencing be installed along the east property line of 1500 Glentana Road should the development permit take longer than six months to complete;

AND THAT the developer of 105-108 Glentana Road cover the cost of the fence in order for the unbuilt road right-of-way off Glentana Road to be opened up into Portage Park by the Trails Working Committee. CARRIED

C-110-17 THAT the following motion be tabled to the November 2017 Committee of the Whole meeting:

THAT 1/3 of the $150,000 budget for the installation of playground equipment at View Royal Park be spent;

AND THAT the other 2/3 of the budget for installation of playground equipment at View Royal Park be temporarily held back until a bike park can be investigated. CARRIED
