1. CALL TO ORDER

Mayor Tobias called the meeting to order at 7:00 p.m.

The Mayor acknowledged that the meeting is being held on the traditional territory of the Songhees Nation and the Esquimalt Nation.

4. MAYOR’S REPORT

The Mayor acknowledged the passing of Adam Flint and noted his contributions to the Town and the Victoria Family Youth Court and Justice Committee.

a) D. Foord, Invictus Commercial Investment Corporation, spoke to Council regarding his development variance permit application for 339, 341, and 345 Island Highway, noting that the proposed height of the buildings has not changed since being initially presented to Council.

1. Report dated May 22, 2024 from the Senior Planner

The Senior Planner gave a summary of the report to Council.

Council and staff discussed that the requested variances are site specific, timeline for approval, requirement for a public hearing, desire to see additional site perspectives for massing and intensity, and building height.

1. Report dated May 29, 2024 from the Chief Administrative Officer

The Chief Administrative Officer gave a summary of the report to Council.

Council discussed the Town’s hiring practices, alignment with Strategic Plan, and diverse representation on committees.

Councillor Rogers noted he will contact the letter writer regarding requested contributions for the Vancouver Island National BMX Championship – scheduled to be held in Colwood, including how many participants are View Royal residents.

a) Letter dated May 27, 2024 from N. Duncan, Chair, Board of Education, School District No. 61, Re: Crossing Guard Service Funding

Council noted their disappointment in the response from School District No. 61 to the Town’s request to cost share funding for the crossing guard program at the two elementary schools in View Royal. Council discussed the continuation of Town funding for this service and the potential for a future Council meeting discussion with School District No. 61 Board Chair and Parent Advisory Council Chairs from the two elementary schools.

a) Official Community Plan Amendment Bylaw – Development Permit Area Amendments – Form and Character for SSMUH Development and New Development Permit Area for Intensive Residential – Garden Suite

The Senior Planner reviewed the report for Council.

Council discussed garden suite development permit area, amendments to the Official Community Plan map “P”, timelines in relation to other Bill 44 work, feedback and engagement, and staff workload.

C-92-24 THAT the necessary notification requirements for a public hearing be prepared;

AND THAT, in addition to the public notification requirements in the Public Notification Bylaw No. 1106, a newspaper advertisement be prepared. CARRIED

2. Official Community Plan Bylaw No. 811, 2011, Amendment Bylaw No. 1139, 2024 A Bylaw to Amend the Official Community Plan by Amending Schedule P Form and Character Development Permit Areas Map and Adding a New Development Permit Area Designation – Intensive Residential – Garden Suite

THAT Official Community Plan Bylaw No. 811, 2011, Amendment Bylaw No. 1139, 2024 be given first and second reading. CARRIED

b) Noise Control Bylaw No. 523, 2003, Amendment Bylaw No. 1136, 2024 A Bylaw to Amend Noise Control Bylaw in Relation to Noise Limits

Council discussed both their support for and concerns with the bylaw.
