"The applicant sought increased density to mitigate high construction costs, potentially ensuring affordability. Staff noted that previously promised community amenities (sidewalk to Watkiss Way) were never legally secured by covenant in the 2008 rezoning. Council largely agreed that granting the density increase was acceptable if the previous amenities were secured, along with CACs for the 13 new units. However, Councilors Mattson and Lemon expressed strong reservations regarding the visual impact of the increased height on adjacent townhouses, emphasizing the need for robust screening and privacy measures."
