"James Davison summarized the proposal for a 336-unit rental development with a 20-year rental covenant. Councillor Rogers expressed concern about the imposing nature of Building A, which is situated on a rock bluff overlooking Watkiss Way, and inquired if the bylaw allowed flexibility to move a floor to another building. Staff clarified that the current zone table allows for wiggle room in FSR but significant changes would be handled at the Development Permit stage. Director of Engineering John Rosenberg confirmed that Watkiss Way is a DCC-eligible road."

Zoning Bylaw No. 900, 2014, Amendment Bylaw No. 1059, 2020

"The applicant presented significant revisions to the proposal, including underground parking for all four buildings to save 428 trees and a commitment to 10% affordable housing. Councillor Mattson questioned the total number of trees being removed (approximately 664). Councillor Rogers raised concerns about tree survival during blasting and suggested moving a floor from Building A to Building B to mitigate the height impact on Stoneridge neighbors. The applicant agreed to review building height feasibility at the DP stage and emphasized that modern blasting technology is highly precise. Public speakers Glenn Creed and Stacey Davies supported the project, highlighting the need for workforce housing near the hospital. Members of the Adams family spoke in favor, noting the property has been identified for redevelopment for 30 years. Jane Devonshire inquired via chat about the size and species of replacement trees."
